Resolutions
submitted to the annual assembly provide opportunity for the gathered people of
God to discuss and debate important issues and to be moved to action for the sake
of God's mission in the world. In order to provide orderly and appropriate exposure
to all resolutions, the following guidelines and deadlines are to be followed:

conferences, ministeriums, synodical committees, synodical boards, and members
of the synod assembly | Congregations

of the synod assembly may submit to the synod's Reference and Counsel Committee
resolutions to be considered by the synod assembly. Such resolutions must be submitted
at least 45 days before the Synod Assembly. For the 2007 synod assembly this
deadline is April 20, 2007. Resolutions submitted by this deadline will be
provided in the Bulletin of Reports mailed to registrants before the assembly. |
| Conference
Assemblies |
Conference Assemblies have an exception to this requirement: resolutions endorsed
by Conference Assemblies may be submitted not less than 15 days prior to the opening
of the synod assembly. For the 2007 synod assembly this deadline is May 21,
2007. This endorsement of the conference shall stand in place of 50 signatures,
which shall not be required. Resolutions submitted by all others in accordance
with the 45-day rule shall be provided with the Bulletin of Reports.

voting members of the assembly |
Registered voting members of the assembly may submit to the Reference and Counsel
Committee "resolutions of a general character not germane to a pending question
or report supported by the signatures of at least 50 voting members of the synod
assembly" until 4:30 p.m. the first day of the assembly, Friday, June
8, 2007.

The
Reference and Counsel Committee reviews and organizes these proposed resolutions,
in such a way as to facilitate consideration of the matters in question. Generally,
the chair of this committee (or his or her representative) brings each resolution
to the floor of the assembly - including any editing or other recommendations
from the committee.
Bishop
Stuck, as the presider over the assembly, oversees the discussion of the resolutions
as well as resultant votes on the resolutions.
After
the synod assembly the Synod Council reviews adopted resolutions and oversees
each one's appropriate implementation.
